Public participation and discussion are critical components of the General Plan process. As a primary policy document guiding future development of the Castro Valley planning area, the general plan must be responsive to the community at large. Therefore, residents, business owners, and jobholders alike are key stakeholders, informing County officials and staff as they frame the important issues addressed in the General Plan.
