Scope of Work
The adoption of a new General Plan for Castro Valley will be
an important milestone for the Castro Valley community and
for Alameda County. The two-year process provides ample opportunity for community residents, business owners, public service providers, and County decision-makers to weigh in
on critical issues. The consulting team will take the multiple perspectives into account, striving to create a consensus-built vision as they develop the general plan. After the initial reconnaissance and research, there are seven key phases in
the planning process leading to adoption of the new General Plan:

2. Existing Conditions Identification and Evaluation
3. Formulation and Evaluation of Alternative Approaches
and Policies
4. Preferred Plan and Policy Framework
5. Environmental Impact Analysis and Mitigation
6. Draft General Plan and EIR Preparation
7. Public Review of Draft General Plan and Environmental
Impact Report
8. EIR Certification and General Plan Adoption
